The 1996 Annual Meeting of Provincial Assembly of the Ontario Secondary School Teachers Federation created the OSSTF Active Retired Members (ARM). There were a number of reasons for this action.

First, it provided a means by which retiring members of OSSTF could maintain a link with their organization. This is achieved through regular communications from OSSTF to the members of ARM.

Second, the members of ARM could be called upon to give a hand to the members of OSSTF working within their locations should circumstances arise requiring additional help and assistance.

Third, through the creation of chapters paralleling districts, members of ARM could maintain contact with their retired colleagues.

Fourth, and with the assistance of OSSTF, ARM created its own health insurance plan. The underlying philosophy of the plan was that it was to be equal to, or better than, any other health insurance plan available to retirees.
